My dear Sir Algernon,
Many thanks for your letter of the 17th ultimo. I have communicated with the present Governor, the Colonial Secretary, and the late Principal Civil Medical Officer of Hong Kong, who are all present in England.
Mr. Alabaster, in a letter dated June 12, states that for the major portion of his 25 years' service in Hong Kong, he was the Medical Officer of the Prison, and he does not think it possible that any ill-treatment of prisoners takes place in the Victoria Gaol. The Medical Officer is constantly escorted in his rounds by one of the European warders and in Chinese wards Indian warders, besides one or other of the European and Clinical assistants.
A large number of prisoners must have been among the warders and if any ill-treatment were practised, it is likely that some complaint would have been made to the Office without being heard. The prisoners are taken down outside the prison for exercise and can be seen by anyone on the road. The Superintendent of the Prison is responsible and the Port Health Officer is assisted by an official interpreter.
Mrs. Farquhar's statement that ill-treatment is practised in the Gaol is not supported by Mr. Alabaster. The female warders operate from the female ward and their tenders have complained that the female attendants are not properly supervised.
