My dear Sir Algernon,

Many thanks for your letter of the 17th ultimo. I have communicated with the present Governor, the Colonial Secretary, and the late Principal Civil Medical Officer of Hong Kong, who are all present in England.

Mr. Alabaster, in a letter dated June 12, states that for the major portion of his 25 years' service in Hong Kong, he was the Medical Officer of the Prison, and he does not think it possible that any ill-treatment of prisoners takes place in the Victoria Gaol.
